In brief

Kuwait Vision 2035 in brief

Launched in 2017, New Kuwait sets out to make Kuwait a financial and commercial center attractive to investors, with the private sector leading growth and a strong spirit of competition. It is organized around seven pillars: effective government, a sustainable and diversified economy, developed infrastructure, a sustainable living environment, high-quality health care, creative human capital and a strong global position.

The plan is delivered through five-year development plans and programs, many of them focused on the north of the country and on better infrastructure across Kuwait City. See the national visions of the Middle East for the wider region.

What Kuwait's vision means

What Kuwait's vision means for visitors

Kuwait is quieter than its neighbors, with an elegant waterfront, the Kuwait Towers, fine museums and excellent dining. Note that alcohol is not permitted in Kuwait. New cultural venues and upgraded transport make it an increasingly rewarding stop. Winter brings the best weather for walking the Corniche, visiting the Grand Mosque and the restored Souq Al Mubarakiya, or taking a boat to Failaka Island, where Bronze Age and Hellenistic remains tell of Kuwait's long history as a trading post. National Day and Liberation Day in late February fill the city with celebration. See our Kuwait travel guide and Kuwait City luxury hotels, and for background the history and culture of Kuwait.

What it means for investors

Kuwait has eased rules on foreign ownership of companies and is expanding public-private partnerships for infrastructure. Property ownership by non-Gulf foreigners remains restricted, so investors usually participate through companies or funds. For business travelers, the vision means a busier calendar of conferences, a growing startup scene backed by national funds, and steady investment in hospitals, universities and housing. Kuwait's sovereign wealth fund, among the oldest in the world, gives the plan unusual staying power. Take local legal advice. For regional property, see prime Luxury Real Estate agencies.
