Tomorrow · Dubai
Dubai D33 and the Dubai 2040 Urban Master Plan are the two documents behind the city's next chapter. D33 is the economic agenda, aiming to double Dubai's economy within a decade; the 2040 plan shapes the city itself, with more beaches, more parks and five great urban centers. Both matter to anyone planning a Dubai vacation or buying Dubai property.

Plans in brief
D33, the Dubai Economic Agenda, was launched in January 2023. Its headline is to double the size of the economy in ten years and to place Dubai among the top three global cities. It is built around a pipeline of roughly 100 transformative projects covering trade, talent, digital economy, manufacturing and new markets, with a target of about AED 32 trillion (approximately $8.7 trillion) in cumulative economic activity by 2033.
The Dubai 2040 Urban Master Plan, unveiled in 2021, is the physical blueprint. It plans for a population of about 5.8 million, concentrates growth in five urban centers (Deira and Bur Dubai; Downtown and Business Bay; Dubai Marina and JBR; Expo City; and Dubai Silicon Oasis) and puts nature first, with about 60 percent of the emirate set aside as natural reserves and countryside. Both sit within the national plan on our We the UAE 2031 page; for the rest of the region see all the national visions of the region.
