ROSHN is the national community developer backed by the Public Investment Fund, building master-planned neighborhoods in Riyadh, Jeddah, the Eastern Province and Makkah. For anyone looking to buy property in Saudi Arabia, it is one of the largest sources of new homes.

What ROSHN is

ROSHN was created to help Saudi families own modern homes in walkable, green neighborhoods with schools, mosques, parks, clinics and shops built in from the start. Each community is designed around a central spine of parks and public space, with homes in several sizes and price levels.

It is one of the main delivery arms of Saudi Vision 2030 for housing, and its name is also familiar from the ROSHN Saudi League, the top tier of Saudi football.

Can foreigners buy?

Saudi Arabia's new law on non-Saudi property ownership came into force in January 2026, opening designated zones in Riyadh and Jeddah to foreign buyers, with special rules for Makkah and Madinah. Whether a particular ROSHN community or phase falls inside a designated zone should be confirmed with ROSHN and a licensed advisor before any commitment.

Owners of residential property worth at least SAR 4 million (about $1.07 million) can apply for the Real Estate Owner category of Premium Residency.
