How Luxury Real Estate

How Luxury Real Estate works in the Middle East

The region's prime property market is led by the United Arab Emirates, where foreigners can own freehold homes outright in designated areas. Dubai is the deepest and most liquid market, with branded towers, island villas and some of the most valuable penthouses anywhere. Abu Dhabi, Ras Al Khaimah, Qatar, Bahrain, Oman and Türkiye each offer their own route to ownership, and Saudi Arabia is now opening its doors to international buyers in designated zones of Riyadh and Jeddah.

A good agency does far more than show homes. It checks title and developer track record, explains service charges, and coordinates the transfer with the land registry. For Americans buying from abroad, look for a brokerage that is licensed with the local regulator, works with a reputable conveyancer, and can explain how a purchase links to residency, such as the UAE golden visa and other residency programs.

Our market guides go deeper on each city: see Dubai Luxury Real Estate, Abu Dhabi Luxury Real Estate on Saadiyat and Yas, and property in Saudi Arabia. For new launches from the major developers, see branded residences and developments.

Questions buyers ask

Can Americans buy property in Dubai?

Yes. Foreigners, including US citizens, can buy freehold property in Dubai's designated areas, which include nearly all prime communities. Ownership is registered with the Dubai Land Department.

What fees should I expect when buying in Dubai?

Budget for the Dubai Land Department transfer fee of 4% of the price, an agency commission of about 2%, and registration and trustee charges. Service charges apply each year.

How do I check that an agent is licensed?

In Dubai, agents and agencies must be registered with RERA, the Real Estate Regulatory Agency, and listings carry a permit number. Ask for the agent's broker card and check it on the Dubai Land Department's official channels.

Can foreigners buy in Saudi Arabia?

A new law allows non-Saudis to own property in designated zones, notably in Riyadh and Jeddah, from 2026, with the approved areas set by the Real Estate General Authority. Special rules apply in Makkah and Madinah.

Three ways to buy

Visit First, Buy from Abroad or Invest as an Institution

Not every buyer arrives on holiday. Whichever way you buy, every buyer is pointed to a licensed Luxury Real Estate Agency or Developer in the Territory.

I. Visit first, then buy

Many buyers discover a place as guests, return to view homes in person and buy on a later visit. Our guides to resorts, flights and cities help plan the journey.

II. Buy without boarding a plane

Many international buyers own before they ever visit. They view homes and projects by video and virtual tour, work with a licensed agency, developer and lawyer, and sign and pay from home, often through a power of attorney where the law allows.

III. Invest as an institution

Funds, family offices and companies buy whole floors, buildings and portfolios. Tell us your mandate and we will point you to developers and agencies with the scale and investor relations to match.

Rules for foreign buyers differ by country and change over time; confirm them with a lawyer before you commit. Leading Luxury Real Estate law firms and lenders, country by country. Register your interest.
