Fujairah 2040 Plan: The UAE's East Coast Rises

The Fujairah 2040 Plan is the roadmap for the UAE's only emirate set wholly on the Gulf of Oman, a place of mountains, coves and one of the world's great ports. It plans for a population of more than half a million, thousands of new homes and hotel rooms, and upgraded port and airport links, making Fujairah one of the most interesting luxury destinations and property stories in the UAE.

In brief

Fujairah 2040 in brief

Fujairah faces east, onto the Gulf of Oman and the Indian Ocean beyond, with the Hajar Mountains rising behind its beaches. That position outside the Strait of Hormuz has made the Port of Fujairah one of the world's leading bunkering and energy-storage hubs, and it gives the emirate a character all its own: greener, cooler in the hills, and refreshingly unhurried.

The Fujairah 2040 Plan, overseen by Fujairah Municipality, prepares the emirate for its next stage of growth. It looks ahead to a population of more than 500,000 by 2040, more than double the figure recorded in the mid-2010s, and sets out the homes, roads, health care and transport links needed to welcome them. It sits within the national plan described on our We the UAE 2031 page and among the national visions of the Middle East.

What Fujairah 2040 means

What Fujairah 2040 means for visitors

For travelers, Fujairah is the UAE's natural side: snorkeling at Snoopy Island, diving the Gulf of Oman, hiking in the Hajar Mountains, Al Bidya Mosque, believed to be the oldest in the country, and Fujairah Fort. With Etihad Rail cutting the trip from Dubai to about 70 minutes and more hotel rooms on the way, it has never been easier to add a few days on the east coast. Our Fujairah luxury resorts guide lists the best places to stay, and the coast is a natural start for diving and the outdoors and for crossing to Musandam's fjords.

What it means for investors

A plan that more than doubles the population, together with new rail, port and airport capacity, gives Fujairah a clear growth story. Property prices have traditionally been well below Dubai and Abu Dhabi, and the shipping and energy economy brings steady professional demand. Fujairah is also the natural home for maritime and energy businesses; see the Middle East's great ports. For residency, the UAE's ten-year golden visa applies nationwide; see golden visa and residency options. As always, take independent legal advice and check which areas allow foreign ownership.
